REVIEW PRINCIPLES:
- The article is reviewed strictly according to the principle of double-blind review: the authors do not know the names of the reviewers, and the reviewers do not know the names of the authors;
- Each manuscript is treated as a confidential document. Any distribution or publication of the reviewer’s materials is prohibited, including for open review purposes, as well as for personal use.
- The purpose of the review is to express the expert’s opinion on the validity, novelty, and significance of the obtained results.
- The object of the review is the research result. The expert opinion must be impartial: a discrepancy in the scientific positions of the author and reviewer is grounds for scientific discussion, but in itself cannot serve as sufficient grounds for refusing to publish the article.
- An article rejected a second time by a reviewer(s) is withdrawn from consideration by the editors (not approved for publication).
- An article is considered accepted for publication if it receives a positive review and is supported by the editorial board. The order and sequence of publication is determined based on the date of receipt of the final version.

Significant violations result in the article being retracted from publication, with notification posted on the journal’s website and pages.
- A violation of publication ethics may only be established with the participation of all parties to the conflict arising from such a violation. Until such a violation is established, any case must be described as a suspected violation. All such suspected violations are subject to mandatory review by the journal’s editorial board.
